Kevin said that this was totally out of character for Joseph and that he was days away from going to Fort Carson, Colorado, then to San Antonio, to start his training to be a nurse. The Public Affairs Office for Dugway Proving Ground said he was 100 percent sure that Joseph was not on the base. Dugway Proving Ground is bigger than the state of Rhode Island.
